Duration: 5 days (40 hours) Target group: employees in the following departments: public acquisition, sales, legal, financial, investments, technical; members of evaluation committees of products and services offers Objectives: thorough study of both theoretical and practical aspects in order to improve the knowledge of public acquisition experts Themes: introduction and general principles; types of public acquisition contracts; contracting authorities, application fields and exceptions; public acquisition calendar and the public acquisition annual program; estimating the value of public acquisition contracts; specifications and terms of asking for clarifications; rules of attending the assigning procedure; publishing announces of: intention, attendance and assignment, special transparency rules, data communication and transmission rules, avoiding clashes of interests; open auctions, restricted auctions; competitive dialogue; negotiating with/without preceding published attendance announcement; request offer for the solution contest; public acquisition electronic system (the www.e-licitatie.ro site); assignment of public acquisition contracts, alternative offers, subcontractors; qualification and selection criteria: financial status of the bidder, capacity of practising professional activity, economic and financial status, technical capacity, standards of ensuring quality, the criterion of assigning public acquisition contract; deciding upon the winning offer and informing the applicants; concluding the public acquisition contracts; annulling the assigning procedure; concession contracts and sector contracts in the relevant activities; solving complaints; the National Council for Appeal Solving , ways of appealing its decisions; solving litigation in court; contravention and sanction Special mentions: at the end of the course each student shall be given a graduation certificate recognised by the Ministry of Labour, Family and Equal Opportunities and the Ministry of Education Evaluation: CNFPA test
